      | Sean T. Welby 
          
            |    Attorney Welby is a shareholder  in the Harrisburg  office. For over 20 years, he has  represented police bargaining units across the Commonwealth in all facets of  labor relations including collective bargaining, both interest and grievance  arbitration, and practice before the Pennsylvania Labor Relations Board. A former judicial clerk for the Commonwealth Court of Pennsylvania, Sean maintains an extensive appellate practice.
 He presently represents over 100  different police unions in cities, towns and boroughs across the Commonwealth  and serves as solicitor for the Pennsylvania State Troopers Association. Sean is a former Assistant  Counsel in the Pennsylvania Department of Labor and Industry.  He received his juris doctor magna cum laude  from the Widener University School of Law, where he served as an editor of the  Law Review. He also holds a BS in  Economics and Finance from the University   of Scranton.       |
